Should I be feeling a draft with newly installed windows? - installing aluminum floor in boat

I have installed three old aluminum windows with vinyl custom build, replace double panel of isolates, but still feel a bit like a project in the area below the window on land. Is this normal or my windows have not been accurately measured? The brochure says they have given me after installation, that its ok to feel the fresh air because it's the hot air into the bounce of the cold window, then back around. But I'm not sure?
